Karl E. Longley, ScD, P.E., DEE., M.ASCE
Chair - Region 9 Board of Governors
Dr. Karl E. Longley, a member of ASCE for more than 40 years, has been active both in ASCE and his community including service as president of Fresno Branch and San Francisco Section.
A registered professional engineer in California and Maryland, Longley is currently chair and board member of the Central California Regional Water Quality Control Board. The Board oversees a number of activities including the development of basin plans, issuing waste discharge requirements, taking enforcement action against violators, and monitoring water quality. He is also the Water Resources Program Coordinator of the California Water Institute. The Institute is dedicated to water research, public policy, and education. He is also a board member of the Central Valley Business Incubator whose mission is to generate high-paying jobs in the San Joaquin Valley through the creation and support of start-up companies by providing education, incubation, and consultation to these companies.
Longley served as chair of the ASCE’s former Water Supply and Resource Management Committee. He served for 15 years as a gubernatorial appointee on California’s Central Valley Regional Water Quality Control Board. As Dean of the College of Engineering and Computer Science in California State University, Fresno, he championed equal opportunity programs to both recruit students into engineering programs.
Longley obtained his B.S. degree in Civil Engineering from the University of New Mexico in1960, his M.S. degree in Sanitary Engineering and Water Resources from the Johns Hopkins University in1964 and his Doctor of Science degree from Johns Hopkins University in1975.
He has over 40 years of experience administering a wide variety of programs in the educational, governmental, and private sectors, and as a manager and directly supervising or conducting studies of water quality, industrial waste control, hazardous waste management, and water and wastewater treatment plant design.
